In this inquest, a state agency applied for hybrid special measures and anonymity orders, ensuring that neither the Coroner nor anyone else could see the witness, only hear them. No reasons were made public. The media was duly notified of the applications, leading to comprehensive written and oral submissions. The process required careful consideration of potential closed hearings and the implications of Articles 2, 3, and 8 of the ECHR.
